Annex VII Completion Guidance

Outlines any relevant information about completion of the Annex VII via Traqa

Traqa will create the Annex VII on completion at the weighbridge of the loading site and store the copy Annex VII's for longer than the mandated 3 year period in case of inspection or audit requirements.

Box 1 - Person Arranging the Shipment

In all cases in Traqa this is the company who contracts Traqa to handle their loads via the Traqa platform, they are always the 'Shipper' or 'Exporter' and If you are a broker or dealer based in the EU, you must be registered with the Environment Agency, Scottish Environmental Protection Agency or Natural Resources Wales if you arrange waste shipments from Great Britain. If you are a broker or dealer based outside the EU, you must be registered and have a personal or business address in the UK.

Contact details about this party are from your Traqa account setup during the onboarding and will be used to populate Box 1 and Box 12.

Traqa only require your identifier (usually your EORI number) to be provided in the Load Plan.

Box 2 - Importer/Consignee

The importer in box 2 is the recovery facility or a broker or dealer who is under the jurisdiction of the country of destination and has legal control over the waste when it arrives there.

You must fill in contact details in full, including the:

  • contact name

  • company registration number (if applicable)

  • address, including country

  • email

  • telephone number, including the international dialling code

Traqa recommend you adhere to the guidance and provide in full the contact details.

Box 3 - Quantity and Weights

These details are filled in from the weighbridge automation from the Load Site.

Box 4 - Actual Date of Shipment

This date time is for the completion date time of the load from the weighbridge automation, it is automatic and the time that Traqa received the completed weigh information.

Box 5 - Carrier(s)

For Box 5 there are 2 parties that Traqa will complete;

This is the haulier that arrived at the Loading Site to collect the material, they are identified by the Waste Carrier License Number (WCL) they provided to the Loading Site, this is checked by the site and on completion of the load Traqa verifies the WCL with the EA, any notes on compliance are logged in Traqa. Hauliers details are provided on the Annex VII from the WCL registration.

This is populated from the weighbridge automation to ensure it is the carrier who actually arrived on site.

If the material is moving by Ocean to a deep sea destination the Ocean Carrier is identified in the Load Plan by its SCAC code which is used in transportation messages. Traqa provide a list of SCAC codes on the GitHub.

To provide the Ocean Carrier in Traqa include the following when needed, do not use this for providing the haulier

Box 6 - Waste Generator

The Load Site that is part of the Traqa network appears in this box, the contact details are provided during onboarding and provided in full on the Annex VII.

When providing your load plan to Traqa, you will use the BIC Facility Code to indicate the Load Site you are assigning the loads to which enables the weighbridge automation.

Box 7 - Recovery Facility

The Recovery Facility in box 7 is the recovery facility or a broker or dealer who is under the jurisdiction of the country of destination and has legal control over the waste when it arrives there.

You must fill in contact details in full, including the:

  • contact name

  • company registration number (if applicable)

  • address, including country

  • email

  • telephone number, including the international dialling code

Traqa recommend you adhere to the guidance and provide in full the contact details. If this section is left empty it will be filled in to match Box 2, however we recommend you provide this in all cases and especially where the details are different to Box 2.

Box 8 - Recovery Operation

For the material handled by Traqa this is set to R3 if you have other use cases please contact the Traqa team to discuss.

Box 9 - Usual Description of the Waste

You should provide a 'Description of Goods' that is reflective of the material you will be exporting.

To provide this in Traqa use the tradeItem section and include the HS Code (Harmonised Commodity Code) as below;

Box 10 - Waste Identification

From the HS Code provided above Traqa hold a mapping table to match to the appropriate Basel, and EWC codes.

The HS Code will appear in the 'National Code' on the Annex VII, during onboarding you will cross check these mappings to ensure compliance, as they are linked to and determined from the HS Code.

Box 11 - Countries/States Concerned

Traqa require that you fill in the Port of Loading and Discharge for routing and the countries mentioned are populated onto the Annex VII.

Box 12 - Declaration of Person Arranging Shipment

This information is filled in from Box 1 and data provided during Traqa onboarding, the date/time is the same as Box 4 as its true for the actual date of shipment, and your signature is applied.

Box 13 - Signature upon Reciept by Consignee

This Box is not completed by Traqa and should be signed and returned as per the guidance and normal process.

Box 14 - Shipment received at Recovery Facility

This Box is not completed by Traqa and should be signed and returned as per the guidance and normal process.

Box 15 - PERN Declaration

Accredited reprocessors or exporters recycle packaging waste discarded by UK businesses and households. They generate electronic packaging recycling notes (ePRNs) and electronic packaging export recycling notes (ePERNs), also known as evidence notes.

Traqa uses the Annex VII to allow Exporters to complete the ePERN information on the Annex VII from data provided in the Load Plan.

Including ‘issuing ePERN’ information in the annex VII form

If your annex VII form details the interim site and its recovery operation, you must also include details of the final reprocessing facility and final recovery operation code as an appendix to the annex VII form.

To meet the conditions of your accreditation, before shipping the packaging waste, you must state on your annex VII form:

  • if you do or do not intend to issue ePERNs on the waste exported

  • the percentage of the exported waste you intend to issue ePERNs on

To implement the above in Traqa you need to indicate the ePERN % in your load plan, if this is provided then Traqa will indicate as above that you intend to issue ePERN on the exported waste and at which percentage. In your load plan you need to add in the following;
